The article analyzes the transformations that took place in the Russian agrarian city, which was the Tambov of the XVIII century. The main features of the agrarian type of the city and the process of their smoothing by means of transformations are considered. The main reforms discussed in the article - creation of the Charter on the rights and benefits of cities of the Russian Empire and approval of new plans that regulated the urban space. The plans, which are the main sources in the study, were analysed qualitatively and quantitatively. The result of the qualitative analysis was that the city had a similar location relative to the river rows throughout the study period. The most detailed plan of the urban area was created in 1828, and the suburban area in 1832. The quantitative analysis also made it possible to put forward some theses, namely, the most dense development of administrative and socio-cultural objects was in the second quarter of the city on the site of the old fortress, and the least in a relatively new third of the city. The conducted research allowed to describe the smoothing of agrarian orientation and the gradual transformation of Tambov into a city of new type.
