By the beginning of the twentieth century, a network of specialized educational shelters for the correction of juvenile criminals was formed in the Russian Empire. Such institutions organically combined the teaching of general education subjects and agronomic skills. The Caucasian Society of Agricultural Correctional Institutions supervised the formation and operation of shelters for juvenile delinquents. Members of the public organization resolved issues related to financing and hiring a staff of teachers. The society interacted with the bodies of the Ministry of Internal Affairs and the civil administration of the Russian Empire. One of the main problems affecting the development of penitentiary institutions for juvenile offenders has become their adaptation after release from the shelter. It was the financial support of shelters and training in agricultural skills and general educational disciplines that could become the key to the return of the teenager who committed the crime to the subsequent active social life.
