The article examines the administrative system of the Russian Empire, which was inextricably linked with the communal order of land use. This arrangement was based on collective ownership of land, which ensured that each member of the community had the same rights to manage common resources. If the farmer decided to move, he lost his claims to the communal share, without receiving financial compensation for this, and donated the land back to collective ownership. The rules governing communal land use allowed the peasant to cultivate the allotment provided to him, but categorically prohibited any alienation of it, whether through purchase and sale or gratuitous transfer. In the early years of the XX-th century, responding to the upheavals of the 1905 revolution, profound changes in the rural lifestyle were initiated in the Russian Empire. The key objective of these transformations was to liberate the peasantry from the restrictive framework of communal land ownership.
