By the beginning of the twentieth century, a network of specialized educational agricultural colonies and craft shelters for the correction of criminals had been formed in the Russian Empire. Such institutions organically combined the teaching of general education subjects and agronomic skills. The Vologda Society of Agricultural Colonies and Handicraft Shelters controlled the formation and operation of correctional institutions for criminals on the territory of its province. Members of the public organization solved issues related to the financing and hiring of teachers, the organization of labor activity. The Society interacted with the bodies of the Ministry of Internal Affairs and the civil administration of the Russian Empire. One of the main problems affecting the development of penitentiary institutions for criminals was their adaptation after release from the shelter. It was the financial provision of shelters and training in agricultural skills and general education disciplines that could become the key to the return of a citizen of the Russian Empire who committed a crime to the subsequent active social life.
